An article, published in the Dorchester Reporter, is a good example of how some public entities have come to the conclusion that bringing work in-house may be preferable to using outside law firms.

My opinion: the conclusion that the use of outside firms is “more expensive” is unfortunate. Outside firms can be more efficient, and deliver great value if the proper billing controls and rate agreements are in place. Instead of abandoning its relationships, it might have been preferable for the BRA to attempt to take advantage of legal billing best practices to reduce total cost and bring greater efficiency. That way the BRA could preserve valuable relationships and obtain cost reduction
